GPSL Weather Cancellation Policy

Local Weather Cancellation Policy  When two teams who are scheduled to play a game are within a 30 mile distance from one another, they must show up to play a game unless severe weather conditions make it unsafe or unless the game has been cancelled by the league or the site owner.  Severe weather conditions would be Acts of God such as tornados, extreme cold, lightning, etc.  The league will make its best effort to inform teams and referees as soon as possible of this situation via email, text and a website posting.  Under all other conditions, the teams must show up ready to play at leat 15 minutes in advance of the game.  The center referee shall be the sole and exclusive authority on whether a game is played and shall make that decision at the field.  Teams may contact each other and the referee before the game to discuss and determine if a game should be cancelled in advance of showing up at the field.

If a game is cancelled for any reason, both teams must contact the Junior League Director, Matt Noah, at and 701.541.6809 so that this information can be posted on the GPSL website and communicated to every affected participant as soon as possible.

Remote Weather Cancellation Policy  Because two teams might have to travel great distances to a game, e.g. Minot and Fargo teams playing in Jamestown, the decision to cancel or postpone a game must be made hours in advance so that parents, players and coaches do not have to drive needlessly.  It is recognized and accepted that games will be cancelled that could have been played due to improving weather conditions.

All game decsions for games played in Jamestown will be made by Donovan Gibson.  Call him well in advance.  Donovan also knows to call me so I can post the cancellation information on the GPSL website and send emails and texts to team mangers and referees.  For neutral site games played in Bismarck, contact Eric Olson (President, DUSC).  For neutral site games played at the Fargo Pepsi Complex, contact Justin Hegstad (RRSC GPSL Board Member).  For neutral site games played at the West Fargo Scheels complex, contact Chris Pederson (WFSC GPSL Board Member).  For neutral site games played at Fargo's Kennedy fields, contact Matt Noah.

All game decisions for games played in cities other than Jamesotwn shall be made by the home team or that site's field manager (see above).  Away teams have the responsibility of contacting the home team representative(s) to determine if a game should be played.  Should a game be cancelled, one or both teams must contact Matt Noah at and 701.541.6809 so that the information can be posted on the website.  The home team representative must also contact the referee(s).

Fargo/West Fargo has at least 3 venues for games and each venue is controlled differently.  If the Pepsi Complex is closed, it does not mean that Kennedy or West Fargo is closed.  Pepsi could be closed but a game can be rescheduled quickly to West Fargo at the same time and date.

All weather-related cancellations should be made up, if possible.  It is the responsibility of both teams to search for a mutually agreeable date, time and venue for re-scheduled game.  Once agreed upon, contact the Junior League Director who will then contact the Referee Assignor.  The new game will be posted on the GPSL website.

GPSL: League Operations Information for Teams & Referees

Field Locations  The addresses and directions to all fields are listed for each game.  Teams and referees should arrive early enough to find the correct field at a locatoin unfamiliar to them.

Referee Payments are covered elsewhere on this website; including the fee schedule and schedule for payments.

Hosting clubs are responsible for field preparation including corner flags, painting, goals, goal anchors, etc.  This applies to their home games and any neutral site games to be played on their fields.

Game Cards  There are no game cards.  Referees and both head coaches (or their designees) are responsible for reporting all scores and yellow/red cards within 24 hours of the conclusion or cancellation of any game to .

Game lengths are covered by NDSA Rules.  The NDSA Rules manual is posted in the Documents section of the GPSL website.

The NDSA Modified Rules of Play for each age group is posted in the Documents section of the GPSL website.  Note that for the time being we have adopted the MYSA modifications with minor exceptions.

The USSF Referee Administrative Handbook is posted in the Documents section of th eGPSL website.  The handbook covers the assignment of referees and contingencies if referees or assistant referees do not show up for games.

The GPSL website has a good deal of information including procedures for weather-related modifications for neutral site games, etc.  Please check back regularly for important league information.

GPSL: Game Score Reporting

Game Scores  All game scores from Great Plains Soccer League games must be reported within 24 hours.  This applies to U10-U19 games (all games).  At least 1 referee and 1 representative from each team should email scores and any red or yellow card violations to .  There are several games which have no scores reported.  Please check your games and report any scores immediately.

Referee Payment

Referee Payments  All referees should be paid at the conclusion of each game where the home team is the Fargo Soccer Club.  All other game payments are made twice monthly by a central payer, Mark Thelen - .   Once the game starts, the referees must be paid even if the game ends early for any reason.  If the game does not start, the referees are not entitled to compensation. 

Referee Fee Schedule  The referee fee schedule is posted in the right hand column of the league website - www.greatplainssoccer.org.

Who Pays Referees?  Each team is responsible for paying 50% of the referee fees for each game.  If two teams have a home-and-away matchup during the season, then it is fine for the home team to pay 100% of the referee fees. 

Which Referees Get Paid?  Only USSF certified referees who are registered with the GPSL and who have been assigned by the League Referee Assignor, Paul Dahlberg, are eligible to be paid.  When a club linesman is used, he does not have to be paid.  If a team wishes to compensate him, they are free to do so.  A parent or sibling can generally handle linesman (assistant referee) duties.  They serve at the discretion of the center referee who can remove them if he does not feel they are unbiased or competent.

Great Plains Soccer League: Referee Registration Is Open

All certified soccer referees may now register with the Great Plains Soccer League (GPSL) in order to be considered for assignments to league games.  Register at www.greatplainssoccer.org by clicking on the Register Online link in the left-hand column of the home page.  Only referees registered with the GPSL will be considered for assignments.
